Positions and Qualifications:

1. Iligan Base Manager

Under the Project Manager’s line management, the Iligan Base Manager will be in charge at the local level of:

Responsibilities:

  • Project Implementation-Ensure the project is effectively implemented. Monitor achievements of project results and indicators as per logframe, and ensure that planned activities remain appropriate and realistic, and if required, suggest corrective measures to line management and/or project Team. Plan the different stages and tasks involved in realizing this project and draw up a detailed project implementation plan. Follow up Monitoring & Evaluation plan and regularly monitor and evaluate the project progress in line with the defined project and as per HI Monitoring & Evaluation policy. Write the monthly, quarterly progress reports and completion reports of project(s). Ensure that field teams are supported technically, logistically, financially and operationally with all necessary resources for project implementation. Facilitate analysis of the opportunities and risks relative to different project sectors. Coordinate between all the project’s internal and external interfaces. Ensure that the Memorandum of Understanding (MOU) between HI and partner is respected and work closely with Partners to ensure proper coordination exists for efficient project implementation. Ensure the proper maintenance of all records (files and documents) relating to the project.
  • Team Management
  • Assure the project’s technical framework
  • Establish coordination, communication and public relations
  • Guarantee the well functioning and ensure that the organization’s procedure are respected in terms on Administration, Finance and Logistics

Requirements:

  • Minimum 3-years higher education or equivalent experience
  • Minimum 2-years practical experience in his/her field and in the project engineering and management
  • Experience of working with multi-cultural and/or multi-disciplinary teams
  • Experience in implementing disability or development projects
  • Excellent writing and interpersonal communication skills, including fluency in spoken and written English Computer Skills in Word and Excel
  • Proven Management skills

2. Field Admin/Log Assistant

Under the Iligan Base Manager’s line management, and under the supervision of the Field Admin Officer and the Field Log Officer, the Field Log Officer will be in charge of:

Responsibilities:

  • Manage the cash flow
  • Ensuring that the accounts are kept in good order
  • Guaranteeing /Ensuring that there is good and timely flow of crucial information and problems encountered
  • Coordinating information about human resources and administration with Manila Administrative/HR officer
  • Managing the supply chain, stock/warehouse, fleet, vehicle and project equipments

Requirements:

  • Candidate must posses at least a Bachelor’s/College Degree in Administrative, Business management or logistics or related fields
  • At least 3 years experience in specializing in Accountancy, Finance, Inventory/Material or Logistics or equivalent is required for this position
  • Very good communication skills – verbal and written
  • Strong communication skills
  • Skills in formulating policy and developing and implementing new strategies and procedures based on the program rules
  • Highly responsible, dynamic, trustworthy, organized, and with good interpersonal skills.

3. Occupational Therapist/OT

Under the DVFP Officer’s line management, the OT will be in charge of:

Responsibilities:

  • Identification and support to specific needs together with the team, facilitate coordination with stakeholders on-site who can provide information on extremely vulnerable individuals
  • Be responsible for the accessibility modification component of the project, ensuring the provision of appropriate and adapted responses
  • Manage the Master Carpenter
  • Mainstreaming and Sensitization
  • Actively provide input on the general operations of the DVFP Team
  • Utilize and respect all the project monitoring and reporting procedures that are in place; and respect all guidelines for documentation of activities.

Requirements:

  • Degree in a disability-related field such as physiotherapy or occupational therapy, and/or significant experience working with disability
  • 3 to 5 years of relevant work experience in the area of disability, with additional experience in emergency response preferable
  • Excellent ability to quick grasp and synthesize inputs from a range of discipline related to disability, emergency response, disaster risk reduction and development
  • Experience in and ability to work with a variety/all levels of partners in the community
  • Experience in management would be an advantage
  • Good communication and interpersonal skills, team oriented work style, interest and experience of working in multi-cultural environment
  • Self-motivated, ability to work with minimum supervision
  • Demonstrated ability to work under pressure, ability to perform multi-task and meet deadlines
  • Proficient in using computer applications 9word processing, presentations, email, etc.)

4. Facilitator

Under the DVFP Officer’s line management, the Facilitator will:

Responsibilities:

  • Sensitize and mobilize local partners, authorities, professionals and community about disability issues
  • Become focal point and liaise between the project and the persons with disabilities / beneficiaries groups and other community stakeholders
  • Organize, implement and monitor community (field) level project activities such as trainings, awareness events, workshops and capacity-building activities through service providers or independently
  • Participate in the community level meeting and report to the line manager
  • Support in all aspects of project delivery to achieve agreed project indicators
  • Collect data for the project(s) in his/her line of duty
  • Regularly report to the line manager on all tasks completed and in process
  • Get feedback from beneficiaries on project activities
  • Participate in the project monitoring and evaluation
  • Track the completion of activities defined in the Project Implementation Plan and give suggestions for planned interventions
  • Be responsible for the implementation of the goals determined in his/her personal IAP and of the stakes in the Job Profile
  • Represents the project and HI at community level

Requirements:

  • Diploma/degree in social work and other related field
  • Minimum 2-years practical experience in his/her field
  • Experience in ability to work with a variety/all levels of community partners
  • Countable working experience with vulnerable groups in a community program and in developing context
  • Knowledge and experience in participatory communication mobilization, awareness raising and support in training in the field
  • Excellent ability to quick grasp ans synthesize inputs from a range of disciplines
  • Interest of working with pluri-discipline teams
  • Fluency in writing and speaking in at least 2 national languages (Pilipino + language of the project area)
  • Demonstrate ability to work under pressure
  • Ability to perform multi-task and meet deadlines
  • Basic computer skills (Excel and Word)
